License Requirements

Highway Pre qualification:

• Contractors must submit financial statements for annual pre qualification. Bid limits are based on the working capitol reflected in the statements. The average processing time on applications is two weeks. There were 300 pre qualified contractors as of October 1994.

Fire Alarm:

• Applicants must pass from one to three examinations depending on the classification with a minimum score of 70%. Licensees must maintain liability insurance in the amount of $100,000 single limit and $300,000 aggregate total.


• Applications are processed on an average of ten days.

Fire Sprinkler System:

• Applicants must pass the NICET examination for level III and an agency examination with a minimum score of 70% or be currently registered in Texas as a professional engineer.

Plumbers:

• Applicants must pass a trade examination with a minimum score of 70% and provide documentation of six years of experience (four years apprentice and two years journeyman).

Air Conditioning & Refrigeration:

• Applicants must provide evidence of three years of experience within the past five years. The minimum passing score is 70%. General Liability and Products/Completed Operations insurance is required in minimum amounts of $100,000 for Class B licenses and $300,000 for Class A licenses. There were 10,300 contractor licensees as of October 1996.

LP Gas:

• Applicants must pass an exam. Exams are waived for those who have an air conditioning and refrigeration contractors license or a master plumber license. There were 1,500 Category D licensees in October 1996.

Other:

• Licensing requirements may exist at the local level for work not regulated by the state. A performance bond is required for public works contracts over $25,000.

Reciprocal Agreements

A/C and refrigeration reciprocity agreement is in effect with Georgia and South Carolina.

Journeyman Electrician License

Requirements - Pre-approval from the state is required to sit for the exam. The state requires applicants to have at least 8,000 (4 years) hours of on the job training under the supervision of a master electrician and pass the journeyman exam.

There are no state minimum financial requirements at this time. Applicants with any criminal offense conviction (felony or misdemeanor) must complete a criminal history questionnaire.

Scope of Work - Texas Journeyman Electrician License allows the license holder to work under the general supervision of a Master Electrician, on behalf of an electrical contractor, or employing governmental entity while performing electrical work. Electrical work is defined as any labor or material used in installing, maintaining, or extending an electrical wiring system and the apparatus or equipment used in connection with the use of electrical energy in, on, outside, or attached to a building, residence, structure, property, or premises, including service entrance conductors as defined by the National Electrical Code.

MASTER ELECTRICIAN

Requirements - Pre-approval from the state IS required to sit for the exam.  The state requires applicants to have at least 12,000 hours (6 years) of on the job training under the supervision of a master electrician and the experience verification form must be completed by a person qualified to verify the electricians training or license history. 

There are no state minimum financial requirements at this time. Applicants with any criminal offense conviction (felony or misdemeanor) must complete a criminal history questionnaire. Master Electricians are only required to obtain general liability insurance coverage or workers compensation if he is the owner of the Electrical Contractor license.

A person holding a Master Electrician license may only be assigned to a single Electrical Contractor unless the Master Electrician owns more than 50% of the electrical contracting business.

Scope of Work - Master Electrician may perform all electrical work, including electrical work performed by a master sign electrician, may supervise an electrician, may verify compliance with on the job training requirements for the issuance of a master electrician license, a master sign electrician license, a journeyman electrician license, or a journeyman sign electrician license, and may serve as a master on record for an electrical sign contractor.

Reciprocity – Texas has a reciprocal agreement for this license with Louisiana.

Continuing Education - The state licensing requires completion of 4 hours of approved continuing education during the term of the current license to renew your Master Electrician’s license. SCOPE OF WORK - Maintenance Electricians work under the general supervision of a Master Electrician, on behalf of an electrical contractor, to replace or repair existing electrical appurtenances, apparatus, equipment, machinery or controls used in connection with the use of electrical energy in, on, outside or attached to a building, residence, structure, property or premises. All replacements or repairs must be of the same rating and type as the existing installation. Electrical maintenance work does not include the installation of any new electrical appurtenances, apparatus, equipment, machinery or controls beyond the scope of any existing electrical installation.

Texas Journeyman Plumber

Requirements - Pre-approval from the state is required to sit for the exam. Please note a separate Business and Law exam is not needed, that information is incorporated into the trade exam.

The state requires applicants to have proof that applicant is a citizen or national of the United States, or an alien lawfully admitted to the US for permanent residence, or an alien authorized to work lawfully in the US. Applicants are required to have a high school diploma or GED.

Applicants must have a current Texas Plumber’s Apprentice registration, a current Tradesman Plumber-Limited license, or a valid Journeyman or Master Plumber license from another state. Applicants must have at least 8,000 hours of experience working under the direct supervision of a license Plumber and general supervision of a Master Plumber OR have a valid Journeyman or Master Plumber license from another state and at least 8,000 hours of experience working under the general supervision of a Master Plumber. There are no state minimum financial requirements at this time.

At this time the state does not require the Journeyman Plumber to have liability insurance (may change)  Applications are processed when they are received depending on length of time it takes Board to verify all information, but generally they are processed approximately 2-3 weeks from date received.  After passing the exam, it takes approximately 2 weeks to receive the license.

Scope of Work - A Journeyman Plumber is someone who installs, changes, repairs, services, or renovates plumbing, or supervises any of those activities and works under the general supervision of a Master Plumber.

Reciprocity - Texas State Department of Plumbing considers reciprocity on an individual basis. If licensed in another state, the applicant must submit a letter on official letterhead from that state licensing authority stating that the individual has a valid Journeyman or Master Plumber license from that state, including how long that license has been held and whether or not the license is renewable.

Proof of experience must be submitted to the state. Applicants are required to have the same amount of experience as required by an in-state applicant.

Continuing Education - Texas State Plumbing Testing Center requires completion of 6 hours of approved continuing education during the term of the current license for renewal each year. 3 of the 6 hours must cover the subjects of health protection, energy conservation and water conservation.

Exam - Texas Journeyman Plumber exam has 90 questions. The exam is a 3 part test. The 1st part is a written portion. The 2nd part is the sanitary waste and vent portion. The 3rd part is a mechanical “hands on” shop-work portion. The exam is closed book.

Topics covered on the written portion of the exam are knowledge of residential waste and vent systems, natural gas systems, water systems, proper plumbing terms and definitions, cross-connections, back siphoning, backflow, water heaters, and the Plumbing License Law and TX State Rules.

Topics covered on the sanitary waste and vent installation portion of the exam will test the applicant’s knowledge of the proper layout, planning, and installation of, sanitary waste and vent systems. The individual must design the sanitary waste and vent system for a 2 story building including the material “take-off”, order the material, and actually install the system in a reduced scale 2 story building.

Topics covered on the mechanical “hands on” shop-work portion of the exam test the applicant’s knowledge and ability to properly use plumbing tools to assemble, measure, prepare, cut, and install plumbing materials and recognize proper installations of water heaters.

If the exam is failed once, candidates must wait a 30 days training period before retesting. A 60 day waiting period applies if failed twice and 90 days if failed 3 or more times.

HVAC/Commercial Refrigeration/Process Cooling

Contractor School Online will assist you for the HVAC trade, but suggest calling the State of Texas for the Refrigeration/Process Cooling trade.

The state is the only entity authorized to tell you which test(s) you should take or are qualified to take. Any questions regarding which test(s) to take, contact the state for additional information. Please note a separate Business and Law exam is not needed, that information is incorporated into the trade exam at this (may change)

The state requires applicants to be at least 18 years old and be able to document at least 36 months of hands-on experience within the last 5 years. There are no state minimum financial requirements at this time.

Class (A) contractors are required to obtain and maintain during the license period commercial general liability insurance of at least $300,000 per occurrence (combined for property damage and bodily injury), of at least $600,000 aggregate (total amount the policy pays for property damage and bodily injury), and of at least $ 300,000 aggregate for products and completed operations.

Class (B) contractors are required to obtain and maintain during the license period commercial general liability insurance of at least $100,000 per occurrence (combined for property damage and bodily injury), of at least $200,000 aggregate (total amount the policy pays for property damage and bodily injury), and of at least $100,000 aggregate for products and completed operations.

There are 2 license levels: Class A and Class B

Class (A) License allows the holder to engage in each type of air conditioning and refrigeration contracting that is endorsed on the license in relation to a system, a product, or equipment of any size or capacity.

Class (B) License allows the holder to engage in each type of air conditioning and refrigeration contracting that is endorsed on the license in relation to a system, a product, or equipment of not more than 25 tons cooling capacity or 1.5 million British thermal units per hour output heating capacity.

*NOTE: A holder of a Class B license may design, maintain, install, construct, service, repair, alter, or modify individual units of 25 tons or less of cooling capacity or 1.5 million BTUs per hour or less of heating capacity. In a building or complex of buildings having more than 1 air conditioning or heating unit, the combined cooling capacity may exceed 25 tons and heating capacity may exceed 1.5 million BTUs per hour, as long as each complete individual unit does not exceed the capacities stated above.

Scope of Work - Commercial refrigeration and process cooling or heating endorsement entitles the license holder to engage in air conditioning and refrigeration contracting for commercial refrigeration and process cooling or heating within the class of license held. Air conditioning and refrigeration contracting means performing or offering to perform the design, installation, construction, repair, maintenance, service, or modification of equipment or a commercial refrigeration system, or a process cooling or heating system.

Reciprocity - Texas State has a reciprocal agreement for this license with South Carolina and Georgia. If you have a Texas license and want to reciprocate with either state, send a request for a letter of good standing to the Texas State of licensing, or you can contact South Carolina or Georgia for a reciprocal form and license requirements.

If you have a license in South Carolina or Georgia and want to reciprocate with Texas you need to submit a completed Texas license application (form ACR 004), a letter of good standing from South Carolina or Georgia, a copy of your South Carolina or Georgia license, and proof of insurance.

Continuing Education - Texas State of Licensing requires completion of 8 hours of approved continuing education during the term of the current license to renew your ACR license. 2 of the 8 hours must cover Texas laws and rules that regulate air conditioning and refrigeration contractors. The other 6 hours must be courses taken in 1 or more of the following subjects: International Mechanical Code, ethics, business practices, technical requirements, or Texas ACR laws and rules.

Exam - Texas State Commercial Refrigeration/Process Cooling and Heating Class A exam has 120 questions and a time limit of 3 hours. The Class B exam has 100 questions and a time limit of 3 hours.  A score of 70% is required.

Topics covered on the exams are absorption systems, basic refrigeration components, boilers, business and law, combustion air, controls, design responsibility equipment requirements, heat loads, HVAC systems, piping, pressure relief protection,

HVAC and Environmental Air

Contractor School Online will assist candidates for the HVAC trade, but suggest calling the State of Texas for the Environmental Air trade.

Reciprocity - Texas State has a reciprocal agreement for this license with South Carolina and Georgia. Continuing Education - Texas State of Licensing requires completion of 8 hours of approved continuing education during the term of the current license to renew your ACR license. 2 of the 8 hours must cover Texas laws and rules that regulate air conditioning and refrigeration contractors. The other 6 hours must be courses taken in 1 or more of the following subjects: International Mechanical Code, ethics, business practices, technical requirements, or Texas ACR laws and rules.

Exam - Texas Environmental Air Class (A) exam has 120 questions and a time limit of 3 hours. The Class B exam has 100 questions and a time limit of 3 hours. A score of 70% is required.

Topics covered on the exams are basic refrigeration components, boilers, business and law, combustion air, controls, design responsibility, equipment requirements, heat loads, HVAC systems, piping, pressure relief protection, refrigeration principles, service, testing, ventilation, venting, air properties, air distribution, and exhaust.
